MoDOT Awarded as Owner of the Year For Innovations with Design-Build Projects

ST LOUIS - The Design-Build Institute of America (DBIA) has awarded the Missouri Department of Transportation its Owner of the Year Award for design-build in the transportation field. The award recognizes MoDOT's significant contributions in advancing the awareness, understanding and use of Design-Build project delivery through the innovative approach to handling the first three design-build projects in MoDOT's history. These three projects include The New I-64 reconstruction project in St. Louis, the kcICON project in Kansas City, and the statewide Safe & Sound bridge improvement program.

"This award demonstrates that MoDOT has become a nationally recognized leader in implementing innovative solutions to deliver large-scale highway and bridge improvements quickly and within budget," MoDOT Director Pete Rahn said. "Ultimately, the winners are the people of Missouri who will get better, safer roads and bridges through wise use of their dollars."

MoDOT's proposal process for its design-build contracts was flexible enough to allow the contractors to bid their work using best practices from departments of transportation across the country. This unique approach resulted in Missouri getting the best project value for the available funds.

MoDOT was also recognized for overcoming the following challenges to make Design-Build successful:

· Receiving legislative approval to award design-build projects;

· Securing funding for the three projects;

· Selecting key staff and educating them on design-build contracting methods;

· Developing appropriate Request for Proposal documents and reviewing viable proposals; and

· Attracting competitive capable contractors from both within and outside the state to submit proposals despite Missouri contractor unfamiliarity and no previous history with design-build.

"I am grateful to the General Assembly for its vision in providing the opportunity to implement design-build on these three vital projects," Rahn said. "We have great teams in place and I am confident they will complete these improvements as promised meaning safer, more convenient travel for all Missourians. I commend and congratulate MoDOT staff and our partners for their great work that resulted in this award."

The award was presented April 16 to the directors of the three MoDOT design-build projects at the DBIA 2008 Design-Build Transportation Conference in Louisville, Ky.

The New I-64 project was the first Design-Build contract to be awarded by MoDOT. Gateway Constructors was selected as the contractor in November 2006. The design process was completed in 2007. Construction of the 10-mile interstate project began in March 2007 with a final completion of July 31, 2010. For more details on the New I-64, visit the project Web site at www.thenewi64.org/

The $245 million kcICON project will improve four miles of Interstate 29/35 from Route 210 in North Kansas City, Mo. into the northeast corner of the Kansas City, Mo. Downtown Loop. The project includes improving outdated interchanges and the construction of the Christopher S. Bond Bridge - a new landmark, cable-stay Missouri River bridge. The project's groundbreaking ceremony is scheduled for Friday afternoon. More information about kcICON is available at the project Web site: www.kcrivercrossings.org/.

Safe & Sound is MoDOT's plan to repair or replace 802 of Missouri's lowest rated bridges over a five-year period using a Design-Build-Finance-Maintain contract. Negotiations are underway to finalize and execute a contract with the Missouri Bridge Partners team. The project, which also includes a 25-year maintenance period, will dramatically reduce Missouri's inventory of deficient bridges.
