Five-Year Transportation Program Available for Public Review

Five Year Construction Program 

JEFFERSON CITY - Missouri's proposed five-year transportation improvement program is now available for public review.  The Missouri Department of Transportation's construction program lists all transportation projects planned by state and regional planning agencies for fiscal years 2008 through 2012 (July 1, 2007 - June 30, 2012). 

The draft 2008-2012 Statewide Transportation Improvement Program totals $6.5 billion over this five-year period, providing approximately $5.05 billion for highways and bridges.  The STIP includes approximately 700 highway and bridge projects.  If MoDOT and statewide planning partners identify additional highway and bridge projects, they will be presented publicly prior to final STIP approval. 

The draft STIP also provides approximately $760 million for other modes of transportation and approximately $700 million for city and county transportation programs.     

The department's customer service centers at 1-888 ASK MODOT (275-6636) are available to help citizens interested in seeing the program or offering comments.  Beginning May 9, the program will also be available on MoDOT's Web site at http://www.modot.org/plansandprojects/construction_program/STIP2008-2012/index.htm - and at MoDOT's district offices around the state.  The formal public comment period ends June 25.

"We use an extensive public involvement process to develop this program," said MoDOT Director Pete Rahn.  "However, we are still very interested in the public's input.  The transportation improvement program is an essential part of MoDOT's communication with customers to let them know their investment is being spent on the most important transportation projects.

"This transportation improvement program focuses on three goals.  One is to deliver the commitments that have been made; the second is to improve the condition of our major roads; and the third is to improve the condition of more than 800 bridges statewide.

"We go from a construction program totaling $1.23 billion in 2008 to an annual program of $570 million beginning in 2010," Rahn added.  "This happens because the Amendment 3 bond proceeds run out, and our state transportation program goes back to very low spending levels.  This concerns us along with rising construction costs and declining revenues."

Following the public review, the comments will be presented to the Missouri Highways and Transportation Commission.  The commission will review the comments and the final transportation program before considering it for approval July 18.

The draft 2008-2012 Statewide Transportation Improvement Program includes transportation improvements identified by metropolitan planning organizations in St. Louis, Kansas City, Springfield, Columbia, Jefferson City, Joplin and St. Joseph.   The STIP projects located in these areas are subject to discussion and approval by the appropriate metropolitan planning organization.
